ELSPA – the European Leisure Software Publishers Association – was founded in 1989 to establish a specific and collected identity for the computer and video games industry. Since then, membership has grown to over 100 organisations and companies. It works to promote the interests of all its members, as well as addressing issues that affect the industry as a whole.

An ELSPA Crime Unit was established in 1994 to safeguard intellectual property rights of members’ products and, over the past two years, this has taken a more pro-active approach to the problems of counterfeiting or illegal copying of leisure software.

ELSPA helps members by:
- responding to information about illegal software
- conducting investigations against alleged offenders
- assisting with test purchases
- executing warrants and providing witness statements
- seizing infringing products
- assisting enforcement agencies
- providing forensic examination of software/hardware
- providing copyright and trademark details
- running training courses

ELSPA also operates a 24-hour confidential hotline for anyone wishing to give information about software pirates.
